Project Manager, HR Change Management (Contract) – Toronto, ON

Contract Role Salary: $42.00 – 52.00/hr.

Our client, a government entity regulated by provincial statute, is seeking a Project Manager, HR Change Management to fulfill a one-year contract (with possibility of extension).  Reporting directly to the Talent Management Lead, you will direct all phases of an organizational transformation in their Human Resources group. From research, conceptualization, building, execution and full analysis you will be the driving force behind transformative progress.


  • Develop a roadmap for the new HR service delivery model and ensure that all related programs are integrated into the new structure
  • Implement the HR restructure plan which involves talent acquisition, transition and workforce relocation (as required)
  • Adapt and develop a revamped HR scorecard, accommodation process, updated job descriptions and performance management
  • Manage and lead HR project management strategies with limited guidance
  • Responsible for organizational change outlines, employee relations, internal communications and status updates for all stakeholders
  • Work with business leaders to identify and actively support top talent, create succession planning development plans and building bench strength across multiple levels
  • Deliver consistent and appropriate communication on change management risks, escalations, and standards using transformation project guidelines
  • Coaching, developing and mentoring HR teams on project management best practices


  • Undergraduate degree in Human Resources or related field
  • MUST have Project Management Professional (PMP) and Change Management (PROSCI, ADKAR, ACMP, etc.) designations
  • 5-7 years of HR project management experience
  • Experience working in large complex and unionized environments
  • Prior expertise in working with project evaluation KPIs/metrics
  • Proficiency in all Microsoft Office Suite of products, including MS Projects and Visio
  • Other project management software experience preferred
  • Proven ability to influence change, with evidence of successful HR change management programs and successes
  • Strong leadership, analytical, problem solving, and troubleshooting abilities while being a creative and enthusiastic collaborator
  • Ability to deliver projects on time and budget, while maintaining strong business relationships
  • Hands on experience working with project management processes and sharing best practices
  • Exceptional verbal and written communication skills, demonstrating confidence in working with all levels of the organization
